Torchwood is an elite small group of scientists and law enforcement officers tasked to hold,capture or kill enemy aliens.
They rank above the Police and Armed Forces and are pretty much autonomous.
Captain Jack is a Time Agent from the Future who is in charge of the team and a remarkable number of hostile aliens seem to like the Cardiff region (although it IS a nice spot !)
Torchwood was originally founded by HM Queen Victoria in Scotland during the visit of The famous Doctor Who to deal with a persistent Werewolf. She was not at all amused.
